Potty training question

My daughter will not pee in the toilet.

My three year old daughter will tell either my husband or myself that she need to go potty for poop but not for pee.   She will just pee in her pull ups.   Both my husband and I try and take her to potty so she will pee in the toilet.  However,  she will still regularly wet her pull ups.  How do we get her to use the toilet to pee?
