Pediatric dentists, Are they prepared to care for special needs children?

I have a special need child that is  18 months old.   His teeth have been coming in and I know I need to take him to the dentist.   I am told that sometime special needs children have great dental issues.  That I really need to stay on top of his dental needs so that he maintain healthy teeth.  I am just not sure who I really go to.

Do I see a family dentist or should I take him to a Pediatric dentist.  Up to what age will a Pediatric dentist normal see a child for?  I would like any helpful information please.  I am wanting to find the best dentist for my son.
