Dirty looking baby teeth

My sister two year old look like she has dirty teeth.  Well really off white may be more correct.  I know my sister brush and cleans her daughter teeth like she should.  They just look off white to me.  I said something about them looking that way  but she just got a little up set with me.   She said they were normal.  I thought babies would have white teeth not off white teeth.
