Baby dental Care, Anesthesia for dental work

My daughter needs to have two of her baby teeth pulled.  Her adult teeth are not coming in right.  They are coming in behind her baby teeth.  The dentist said they can pull the two teeth under a local but I am not sure.

My daughter is okay with having a cleaning but telling her she needs her teeth pulled as up set her. My husband said have them do it locally since it would be way cheaper then putting her under anesthesia but would it be too stressful for her.
