How do you prevent plaque and tooth decay on baby teeth.

My four month old does not yet have any teeth yet, but I would like to know some preventive measures in taking care of his teeth when they come in.   My brother two year old already has two filling and it seems he get plaque build up very easily.   I know they brush his teeth so what else needs to be done.   I do not want my son to have to have any cavities if I can help it.
