Seeing a dentist without dental insurance.

Can a person see a dentist for dental services if they do not currently have any dental insurance or dental benefits though their job. I have a friend that is very low income and can not afford dental insurance.  He been putting off his dental healthcare and is not suffering from an infection or abscess tooth and he is in a great deal of pain.  Is there and ER for dental services?   At least in the ER you still get treated whether or not you have insurance and then you worry about the bill after the fact.
