Dental Carries, BBTD, need dental help

Please help advise.  I have taken in my niece that is three.  She has been with me for a week now.  I notice that her teeth seem dark to me.  I do not have children of my own but, her teeth look too dark to be normal.   I have been making her brush but it does not seem to be helping much.

My sister was not always there for her and now can not be that is why she is staying with me.  I think my niece may have Baby Bottle Tooth Decay or dental Carries.  I can easily believe that my sister would have let her sleep with a baby bottle to keep her quite.

I am taking her to my dentist for a check up.  Would like to know what to expect.  Is treatment to BBTD expensive?  Should I get some kind of dental plan for her?  I can not add her to my policy until open enrollment which is not for another five months.  Should I wait to add her ?  Any advise would be helpful.
