Dental care for a scared five year old

I have a eight year old son and a five year old son.  My eight year old has great teeth and is brushing and flossing twice a day on his own.  He been doing so since he was six and a half.  He just really takes good care of his teeth.

My five year old is lazy about his oral health and I am still left to brushing his teeth most of the times to make sure it is done right and I floss them at night.  I know kids are different but I just do not know what to do.

My five year old acts up every time I take him to the dentist for a cleaning and check ups. He saids he is scared of going to the dentist but I am there with him.  The dentist never hurt him so I really do not know what the problem is.  How can I get him to get over the acting up at the dentist and start brushing better?
