Baby dental care on an 18 month old baby

My daughter is 18 months and will not let me brush her teeth with out fussing the whole time.  She does not like me brushing her teeth so she will move her head or try and keep her mouth closed.

I even try letting her hold the brush with me while I brush her teeth but that does not work.   I will sit there and force her because I will not let her teeth rot but it is a pain and I feel bad about it.  In the end I feel I am also making thing worse because I do not want this behavior to continue as she gets older.  any advise please.
