My baby has no hair

When will toddler get some hair

My daughter is now over 12 months and is still bald.  The little hair she has is very fair and does not seem to grow much.  I talked to her doctor and he said sometimes fair hair child hair takes longer to come in.  Okay but really how much longer should it take?
Does anyone have a blonde or fair hair child that took a long time for their hair to grow  in? If so how long?
