Waiting for my baby hair to grow

My daughter is one year old and still no real hair

My daughter only has her baby hair still at one year old.  When will her hair start to grown.  I do not understand why she is so hair less when either myself or my husband were bald babies.  I am just wanting to know is the normal? Or I am missing somthing to make her hair grow in?
